Who it is not for
- People whose primary residence is the US. These plans are built for non US residents.
- Anyone who needs ongoing treatment of a known condition. Pre existing conditions are excluded, apart from limited acute onset benefits on some plans.
- Residents of some countries. Each plan has its own exclusion list; for example, the plan catalog lists Germany, France and Australia among countries excluded from Safe Travels USA plans.
THE REQUIREMENT IT ANSWERS
No legal requirement. A financial one.
No US law requires B1 or B2 visitors or Visa Waiver travelers to carry health insurance, and CBP does not list insurance among Visa Waiver Program requirements. The reason to buy is the cost of US medical care, which visitors pay in full without cover.

What to compare
- Policy maximum
- Most plans in our October sample were priced at a $50,000 maximum. Older travelers can face lower caps: at age 80, Visitors Care and Patriot America Lite were priced at $10,000.
- Deductible
- Check whether it applies once per policy period or per illness, and how the premium changes when you raise it.
- Coinsurance
- Comprehensive plans pay a share of eligible charges after the deductible; fixed benefit plans pay set amounts per service.
- Acute onset
- Look for a benefit for the sudden onset of a pre existing condition, its dollar cap and the age it stops at.
- Network
- Ask which PPO network the plan uses and whether a hospital can bill the insurer directly.

Atlas plans are issued by Tokio Marine HCC companies. Houston Casualty Company, the Tokio Marine HCC insurer WorldTrips names, is rated A++ (Superior) by A.M. Best, affirmed in October 2025.
