Does Medicare cover seniors who are visiting the USA?
No. Medicare is a program for people who live in the United States, not for people who visit it. According to federal Medicare enrollment guidance, a person who is not a citizen must have been lawfully admitted for permanent residence and have lived in the country for 5 continuous years before applying. A parent on a B-2 visitor visa meets neither condition, whatever their age.
The same is true in reverse for many home country schemes. Public health systems and domestic private policies rarely pay US hospital prices, and some pay nothing outside the home country. Ask your parent's insurer in writing before assuming otherwise. What is the maximum coverage a visitor over 65 can buy?
It depends on the carrier, and the differences at 65 to 69 are larger than most families expect. WorldTrips applies its first age cap at 65: its Atlas Travel wording says anyone aged 65 to 79 on the certificate effective date is subject to an overall maximum of $100,000 or less. IMG waits until 70. Its 2026 Patriot America Plus certificate lists maximums of $50,000, $100,000, $250,000, $500,000 or $1,000,000 through age 69.
So a 66 year old visitor can still choose a high maximum with one carrier while being capped at $100,000 with another. From 70 to 79 the two converge, with IMG offering $50,000 or $100,000. At 80 both drop to $10,000. Trawick's Safe Travels USA Comprehensive accepts travelers from age 1 to 89 according to the plan catalog Ombrela compares, with no cover at 90 and over.
These caps are set on the effective date of the certificate. If a birthday falls shortly before the trip, the age on the start date is the one that counts, so run the quote with the real date of birth instead of a rounded age.
How does acute onset coverage change after 65?
Standard visitor plans exclude pre-existing conditions. What they may cover is an acute onset: a sudden, unexpected flare of a known condition that needs urgent care. This benefit is the one that matters most for a traveler in their late sixties, and it is the one that ages out first.
- IMG Patriot America Plus: the certificate requires the insured person to be under 70. From the 70th birthday there is no acute onset benefit on this plan.
- WorldTrips Atlas America: the description of coverage requires the traveler to be under 80.
- Trawick Safe Travels USA Comprehensive: Trawick's plan page lists acute onset up to the policy maximum through age 69, a maximum of $35,000 from age 70, and $20,000 from age 80. Cardiac conditions and stroke carry a lower sublimit of $25,000 through age 69 and $15,000 from 70.
- Some lower priced plans: the catalog lists Patriot Lite and Atlas Essential America with no acute onset benefit at all, and Safe Travels USA and Safe Travels USA Cost Saver at $1,000.
Every one of these benefits also carries conditions. Both the IMG and WorldTrips documents require treatment within 24 hours of the sudden outbreak, and neither covers a chronic or congenital condition that worsens gradually.
Which plans accept visitors over 65, and who is excluded?
Most visitor plans in the catalog accept travelers up to 99 years old, including the WorldTrips Atlas plans, IMG's Patriot plans and the fixed benefit VisitorSecure and Visitors Care. Trawick's Safe Travels USA plans stop at 89. Being accepted is not the same as being well covered, though, because of the maximum and acute onset limits above.
One plan name causes confusion. GlobeHopper Senior sounds like a visitor plan for older travelers, but the catalog describes it as cover for US citizens and permanent residents aged 65 to 99 who are enrolled in Medicare and are traveling outside the United States. It is not for a parent visiting the USA.
Home country matters too. Trawick's Safe Travels USA plans are not sold to residents of a long list of countries, including Australia and most European Union states. IMG's Patriot plans exclude residents of a smaller group of countries. WorldTrips does not sell Atlas plans to people who are physically located in Maryland, New York or Washington state at the time of purchase, among other restrictions. The quote form filters by home country, so enter the real country of residence.
Is a comprehensive or fixed benefit plan better for a senior visitor?
A comprehensive plan pays a percentage of eligible charges after the deductible, up to the policy maximum. A fixed benefit plan pays a set dollar amount per service, and the catalog warns of those plans that coverage and benefits may not be adequate. For a 67 year old, the comprehensive option is usually the stronger protection against a large hospital bill.
The picture changes at 80. Once the comprehensive maximum falls to $10,000, the gap between plan types narrows, and families often weigh a fixed benefit plan with a higher stated maximum against a comprehensive plan with a small one. How much coverage should a senior over 65 buy?
Start with the largest realistic event, not the most likely one. A clinic visit is affordable out of pocket. An admission with imaging, a specialist and several nights is not. Use the medical cost estimator to see typical US charges, then pick the highest maximum the age band allows that still fits the budget.
Next, choose a deductible your family could pay tomorrow without strain. A higher deductible lowers the premium, but on IMG's Patriot America Plus an emergency room visit for illness that does not lead to admission carries its own $250 deductible, and WorldTrips charges a $200 emergency room copayment in the same situation. Urgent care is the better first stop for anything that is not an emergency.
