University of Florida international student health insurance: the $1,301 fall 2026 plan, the hard waiver rules, and how USF alternative plans differ.
University of Florida international student health insurance works on a hard waiver: students on F or J visas are enrolled in UF's own plan, administered by UnitedHealthcare StudentResources, unless they prove comparable coverage. The fall 2026 premium is $1,301, according to UF's Health Compliance Office, and UF states plainly that travel plans, short term plans and fixed indemnity plans are not accepted as comparable coverage.
The University of South Florida is different. USF still lets international students waive its plan with an alternative policy, but only if the insurer completes USF's compliance form and the policy meets a stricter set of rules that took effect for fall 2026.

Does the University of Florida require health insurance for international students?
Yes. UF's mandatory health insurance policy applies to all students, and the Health Compliance Office states that international students, meaning those on F or J visas, must purchase the school plan unless they prove comparable coverage.
If you do not submit an approved waiver, the premium is charged to your student account and you remain enrolled in the UF plan. UF says the pending charge is reversed if a qualifying waiver is received before the Fee Payment Deadline.
Exceptions are narrow: a temporary exemption if you are abroad for the full summer, an approved leave of absence, and OPT, where UF says you are no longer required to provide proof of insurance, although going uninsured on OPT is still a serious financial exposure. Students on CPT remain under the requirement.
What does UF student health insurance cost for 2026 to 2027?
According to UF's rates page, the 2026 to 2027 student premium is $1,301 for fall (August 16, 2026 to January 12, 2027), $1,034 for spring (January 13 to May 11, 2027) and $833 for Summer C (May 12 to August 15, 2027). A student covered for all three terms therefore pays $3,168 across the year. Spouse and single child rates are slightly lower per term, at $1,281 for fall, $1,017 for spring and $820 for Summer C.
UF describes the plan as comparable to Gold level marketplace coverage, with a national PPO network, a $200 annual deductible and a $25 office visit copay (both waived at the Student Health Care Center), 80% coverage in network, 70% out of network, and prescription copays of $20, $30 and $50. How does the health insurance waiver at UF work?
UF's comparable coverage rules require the plan to follow the Affordable Care Act. According to the Health Compliance Office, the plan must have no limitations or exclusions for pre-existing conditions, pay at least 70% in network and 50% out of network after the deductible, have providers within an 80 mile radius of your home campus, and carry an annual deductible of $5,000 or less. It must also cover office visits, hospital stays, prescriptions, lab tests, mental health and substance use care, and maternity care.
International students must also show $25,000 repatriation and $50,000 evacuation, and UF's FAQ says reimbursement style policies, where you pay first and claim later, are not accepted.
You submit in ONE.UF under University Health Requirements, uploading both sides of your insurance card. UF lists waiver deadlines of September 10, 2026 for fall, January 23, 2027 for spring and May 22, 2027 for Summer A and C. If you miss a deadline, contact the Health Compliance Office straight away rather than assuming a late waiver will be accepted.
Can a private international student plan pass the UF waiver?
In most cases, no. International student plans, including the ones compared on Ombrela, are generally not ACA compliant marketplace products, and UF excludes travel and short term plans by name. Buying one to replace the UF plan will usually leave you paying for both.
The realistic route to a UF waiver is an ACA compliant US policy, such as a spouse's employer plan, that meets every criterion. UF's FAQ notes that a commercial policy lacking evacuation and repatriation can be paired with a supplement for those items. If you are unsure, keep the UF plan.
What are the University of South Florida international student health insurance rules?
USF requires F and J students to meet Florida Board of Governors Regulation 6.009 and USF Regulation 6.0162. Its plan, administered by Academic HealthPlans and underwritten by UnitedHealthcare, is listed at $2,517 for the annual period of August 17, 2026 to August 16, 2027, or $945 for fall alone.
Unlike UF, USF still accepts an adequate alternative policy. For fall 2026 it must include:
- At least 80% in network and 60% out of network of usual and customary charges after the deductible for hospital, physician, surgeon, ambulance and outpatient services.
- Mental health cover at 80% or 60%, with at least 30 inpatient days per benefit period and at least 40 outpatient sessions per year.
- Maternity treated like any other condition, and prescriptions covered up to $500,000 after copays or deductibles.
- Repatriation of remains of $25,000 and medical evacuation of $50,000, a pre-existing condition waiting period of three months at most, and a minimum of $500,000 per accident or illness.
- Preventive care as defined by HealthCare.gov, and a deductible of no more than $50 per occurrence at student health or $100 off campus.
USF asks students to finish its Health Insurance 101 course in Canvas before buying any alternative plan, then have the insurance company complete the USF Insurance Compliance (Waiver) form for submission to Academic HealthPlans. For fall 2026 the window ran from July 15 to August 24, 2026, reviews take two to three weeks, and the policy must cover the entire academic year with no lapse.
Where does a private student plan genuinely fit for Florida students?
The first honest use case is a USF alternative plan, checked line by line. Based on the plan listings in Ombrela's quote system, WorldTrips' Student Secure Elite and Select carry a six month pre-existing condition waiting period and Student Secure Budget carries twelve months, so none of those meets USF's new three month maximum. IMG's Student Health Advantage Platinum lists $500,000 per incident, which reaches USF's minimum, but the prescription, mental health and deductible rules must be confirmed with IMG on the compliance form before you pay.

Eligibility limits apply. Florida is not one of the states where purchase of these student plans is restricted, but according to the plan listings, Student Health Advantage is not sold to citizens of Botswana, Gambia, Ghana, Niger, Nigeria or Sierra Leone (Platinum also excludes citizens of Kosovo) or to residents of Cuba, Iran, North Korea, Syria, Venezuela and those countries. Student Secure is not sold to citizens of Cuba or Ukraine, or to residents of Cuba, Iran, North Korea or Ukraine. If you fall in one of these groups, your options through Ombrela are limited, and your school plan is the realistic choice.

What happens if my UF waiver is denied?
A Review Failed status means the plan you submitted did not meet UF's requirements, and unless you correct the information and resubmit, you are enrolled in the UF plan and owe its premium. Check that your insurer details were entered correctly, confirm the plan meets every criterion, and contact the Health Compliance Office before the Fee Payment Deadline if you believe it qualifies.
