Atlas America is for people who are not US citizens or residents and are traveling to the US, from 14 days old to age 99 in Ombrela's quote data, though the maximum shrinks with age. A certificate runs up to 12 months, and WorldTrips says extensions are at its discretion. According to Ombrela's quote data, the plan can be bought after arrival, and UK residents and citizens are limited to 119 days.
Safe Travels USA Comprehensive covers people who are not US citizens and live outside the US. Trawick's policy document says the traveler must arrive in the US first, time in other countries is covered for up to 30 days, and the plan is not available at 90 or over or to anyone who has lived in the US for more than 365 days before the effective date. The total period cannot exceed 364 days, with no grace period: a lapse restarts the pre-existing condition exclusion and the deductible.
