Whether you must have insurance for the United Arab Emirates depends on how you enter. Do you need travel insurance to enter the UAE?
The answer depends on your passport.
If you need a visa in advance. The UAE government portal says a tourist visa is for people who are not eligible for a visa on arrival or visa free entry. Dubai's General Directorate of Residency and Foreigners Affairs lists the conditions for a single entry tourist visa: a passport valid for at least six months, a ticket to leave the UAE and medical insurance valid in the UAE. The government portal also requires a health insurance policy for the five year multiple entry tourist visa. Many Indian citizens fall into the advance visa group unless they hold certain other visas or residence permits.
If you get a visa on arrival. The US State Department says US citizens with a regular passport can obtain a visitor visa on arrival, at no fee, for stays of 30 days or less. The published rules for arrival visas do not list proof of insurance.
Requirements differ by emirate, visa type and sponsor, and they change. Confirm with the airline, hotel or agent arranging your visa, or with the UAE government portal, before you fly.

How good is healthcare in the UAE for visitors, and how do you pay?
Hospitals in Dubai and Abu Dhabi are modern and well equipped, and English is widely used in clinical settings. Facilities include government hospitals such as Rashid Hospital in Dubai and private hospitals such as Cleveland Clinic Abu Dhabi. Outside the two main cities, in the northern emirates and in desert and mountain areas, facilities are fewer and a serious case may be transferred.
The system is built around insurance. Residents are covered through mandatory employer or sponsor schemes. Visitors are not, which means:
- Private hospitals and clinics charge the full private rate and usually ask for a card, a deposit or an insurer's guarantee of payment.
- Prices for private care are high by international standards. We do not quote figures because they vary by hospital and treatment. The medical cost estimator gives a rough sense of scale.
- Medicare usually does not cover care outside the United States, according to medicare.gov.
Settle any bill before you leave. The State Department advisory notes that the UAE has strict rules on financial crimes and that breaking them can lead to arrest or an exit ban, so an unpaid debt is not something to leave behind.
What are the main health and security risks in the UAE?
Regional conflict. This is the largest change from earlier years. The US State Department updated its advisory in March 2026, at Level 3, Reconsider Travel, after hostilities between the United States and Iran began on February 28, citing an ongoing threat of drone and missile attacks and significant disruption to commercial flights. A US Mission security alert dated September 19, 2026 said the security environment remained complex, with possible flight cancellations and airspace closures. Read the current advisory before you book and again before you fly.
What that means for insurance. Travel medical policies commonly exclude injury caused by war or military action, and some limit terrorism or evacuation benefits where a government warning was already in place when you arrived. Ask the insurer how the policy treats the UAE at the current advisory level before you rely on it.
Heat. CDC warns that heat illness such as heat stroke can be deadly. Summer temperatures are extreme, and desert tours, golf and outdoor sightseeing all raise the risk. Drink water steadily and avoid the middle of the day.
Roads. Highway speeds are high. CDC reminds travelers that motor vehicle crashes are the leading cause of death for healthy US citizens abroad.
Respiratory infection. CDC notes that Middle East respiratory syndrome is present in the region and can spread from camels. Avoid close contact with camels and with raw camel products.
Medication rules. The UAE controls many narcotic and psychotropic medicines. The Ministry of Health and Prevention runs a free online service that lets travelers request approval before arrival. Carry prescriptions and a medical report, and keep quantities within the stated limits.

Is there a storm season in the UAE, and when is it hottest?
The UAE has no tropical storm season comparable to the Caribbean or East Asia. Cyclones from the Arabian Sea occasionally brush the eastern coast, and they are uncommon.
The seasonal hazard is heat. From about June to September, daytime conditions are severe and humidity on the coast is high. The cooler months, roughly November to March, are the main visitor season.
Rain is rare but can be intense when it comes, mostly in the cooler months. Drainage is limited, so a single storm can flood roads and disrupt flights, as happened widely in April 2024. Dust and sandstorms reduce visibility and can aggravate asthma.
In 2026 the more likely cause of travel disruption is airspace closure linked to regional tension. Travel medical insurance is not designed to refund flights or hotels for that. Some plans Ombrela lists include limited trip delay or trip interruption benefits with conditions and exclusions, and those exclusions often include war.
What should a travel medical plan include for the UAE?
- A higher medical maximum. Private care is expensive, so choose a maximum that would cover surgery and several days in a private hospital.
- Insurance that meets your visa rule. If you are applying for a prearranged tourist visa, confirm with your visa sponsor or agent what document they need. Some sponsors sell their own insurance with the visa. A policy bought elsewhere may not be accepted for the application, even though it can still protect you medically.
- Emergency medical evacuation. Most international plans in Ombrela's catalog list evacuation benefits up to 1,000,000 US dollars. Read how evacuation cover works, and note that medical evacuation is different from leaving because of a security threat.
- Clear war and terrorism wording. Given the Level 3 advisory, read these exclusions line by line.
- Acute onset of preexisting conditions, if relevant. Age limits apply.
- Adventure sports, if your plans include desert driving or skydiving.

How do you use your insurance if you get sick in the UAE?
- Emergency numbers. Call 998 for an ambulance and 999 for police from anywhere in the UAE. Civil defence is 997.
- Call the assistance number on your ID card as early as possible. Hospitals in the UAE are used to dealing with insurers, and the assistance team may be able to arrange a guarantee of payment so that you are not asked for a large deposit. This is not automatic.
- Bring your passport and insurance ID card to registration.
- For clinic visits and pharmacy costs, expect to pay and claim back. Keep itemised invoices, receipts and the medical report.
- Road crashes need a police report. Call 999, and keep the report for your claim.
- Do not fly home with a bill outstanding. Get written confirmation from the hospital that the account is settled or accepted by the insurer.
