Who has to have Rutgers student health insurance?
According to University Health Plans, which administers enrollment and waivers, the SHIP is mandatory for full time students and for all F and J students on Rutgers visa sponsorship. Full time is defined by your school, and University Health Plans notes that some, such as Rutgers Business School and Rutgers Law School, may require 12 credits. The premium is added to your term bill each semester, and paying the bill is not the same as enrolling: Rutgers asks international students to complete the enrollment form or the waiver each term.
F and J students who are not on Rutgers visa sponsorship follow the domestic student process. Graduate students with full teaching or graduate assistant appointments are usually covered through the State Health Benefits Plan instead, and Rutgers Global removes the SHIP charge once that coverage is in the system.
What are the Rutgers health insurance waiver criteria?
Rutgers Global publishes the minimum requirements an alternate plan must meet. In summary, the plan must:
- Be active now, with your agreement to keep it for the whole semester.
- Offer unlimited coverage with no maximum dollar limit.
- Include at least $25,000 for repatriation of remains and $50,000 for medical evacuation.
- Have an out of network deductible of no more than $500 per policy year.
- Cover inpatient and outpatient care in the immediate campus area, mental health care including substance use treatment, and preventive care such as physicals, screenings and immunizations.
- Cover pre-existing conditions and prescription drugs with no dollar limit and a nationwide pharmacy network.
- Pay providers directly rather than reimbursing you, and be filed and approved in the United States and fully compliant with ACA benefit rules.
- Come from an insurer licensed in the US, with a US claims office, a US phone number and a qualifying financial strength rating.
Read that list honestly before you shop. Travel medical plans and international student plans, including those compared on Ombrela, are not ACA filed major medical plans and usually carry policy maximums and pre-existing condition exclusions. What is the Rutgers health insurance waiver deadline?
Deadlines depend on which plan you are billed for.
- Main SHIP, international students on Rutgers sponsorship: waive through the RGlobal portal. University Health Plans lists September 25, 2026 for fall, but confirm the date in RGlobal, and remember the waiver must be repeated each semester.
- Main SHIP, domestic process: September 25, 2026 for fall and February 10, 2027 for spring, submitted at University Health Plans.
- Rutgers Health (formerly RBHS): an annual waiver due September 30, 2026 on the Rutgers Health page at University Health Plans.
Rutgers is clear about late waivers: Rutgers Global says failing to submit a waiver or waiver appeal before the deadlines leaves you responsible for the SHIP premium. Domestic process students can file a Waiver Appeal Form at University Health Plans, and international students are told to contact the Rutgers Global insurance coordinator about the appeal process. Wait three business days after registering for classes before you submit, as Rutgers Global instructs, and expect the charge to come off your bill about four business days after approval.
Do waivers differ for New Brunswick, Newark and Camden?
Less than most students expect. University Health Plans serves students on all three campuses under the same SHIP, so the criteria and the fall deadline are the same in New Brunswick, Newark and Camden. The real differences come from two other factors.
- Your school: students in Rutgers Health programs, formerly RBHS, have their own annual plan, waiver form and deadline.
- Your visa sponsor: F-1 and J-1 students sponsored by Rutgers waive through RGlobal, while F and J students sponsored elsewhere use the domestic process at University Health Plans.
Which policy documents should you upload?
Rutgers asks for documentation showing your alternate coverage meets or exceeds its requirements. For dependent coverage it also says the policy must be translated into English and show amounts in US dollars. Preparing the following usually answers a reviewer's questions on the first pass:
- The Summary of Benefits and Coverage, which shows deductibles, network rules and ACA status.
- Your insurance ID card, front and back, with the plan name and member number.
- A letter or page showing the coverage dates for the whole semester.
- A page confirming mental health, preventive care, prescription and pre-existing condition coverage.
- The insurer's evacuation and repatriation amounts, or proof they are covered elsewhere.
Why are Rutgers waivers rejected, and how can you fix it?
Most rejections trace back to one line of the criteria. A plan with a policy maximum fails the unlimited coverage test. An out of network deductible above $500 fails. A plan that pays you back instead of paying the hospital fails. A plan that excludes pre-existing conditions or is not filed in the US fails. If yours was rejected, compare the reason against the list above. If it cannot be fixed, enroll in the SHIP before the deadline so your card is ready when you need care.
Where does a private student plan still fit at Rutgers?
There are three honest uses.
- Before August 15: Study in the States says new F-1 students may enter up to 30 days before the program start date on the I-20. Arriving before the SHIP begins leaves a gap.
- J-1 Academic Training after graduation: Rutgers says J-1 students extending their program for Academic Training must show coverage meeting the Department of State minimums of $100,000 per accident or illness, $25,000 repatriation, $50,000 evacuation and a deductible of no more than $500.
